The federal government revealed plans on Tuesday (November 1, 2022) to welcome 500,000 immigrants by 2025.
Sean Fraser, Minster of Immigration, Refugees and Citizenship Canada ("IRCC"), released Canada's 2023-2025 Immigration Levels Plan, embracing immigration as a strategy to help businesses find workers and to attract skills required in key sectors.
In 2021, Canada welcomed over 405,000 newcomers, breaking previous records in any single year. Canada plans to admit a further 465,000 inflow of newcomers next year, then 485,000 in 2024, and 500,000 in 2025.
2023-2025 Immigration Levels Plan
The new plan looks to admit over 60% of all newcomers through the economic class by 2025, use new features in the Express Entry system to attract skilled labour in sectors facing acute labour shortages such as healthcare, manufacturing, building trades, and STEM. It also plans to increase regional programs to address targeted local labour market needs through the PNP, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot.
In fact, immigrants now account for nearly 100% of labour force growth, and a recent 2021 Census analysis by Statistics Canada concludes that nearly 1 in 4 people in Canada are landed immigrants or have been permanent residents.
It will also take measures in helping Canadians to reunite with their family members faster and fulfilling Canada's humanitarian commitments.
