PR pathway for Hong Kong residents - Stream A
Effective from June 1, 2021 until August 31, 2026, Hong Kong residents may immigrate to Canada by applying for permanent residence after they graduate from post-secondary Designated Learning Institutions (DLIs).
Hold HKSAR or BN(O) passport
Applicants under Stream A must hold a valid passport issued by one of the following:

Hong Kong Special Administrative Region (HKSAR) of the People's Republic of China; or
-
United Kingdom to a British National (Overseas) as a person born, naturalized, or registered in Hong Kong
Have valid temporary resident status in Canada
When you apply for PR, you must be hold a valid TR status. TR status means one of the following:

Visitor
-
Student
-
Worker
Prove your language skills
You must prove your language proficiency of Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) 5 in either English or French. You can take one of the following tests:

CELPIP - General Test (English)
-
IELTS - General Training (English)
-
TEF Canada (French)
-
TCF Canada (French)
Be physically present when you apply
You must be physically present in Canada:
-
when you apply; and
-
when you get permanent residence
Intend to live anywhere in Canada except Quebec
You must intend to live in Canada, in any province or territory other than the province of Quebec
Graduate from a post-secondary DLI in Canada
In the 3 years before you apply, you must have graduated with one of the following:
-
a diploma (not graduate or post-graduate) for a program of at least 2 years
-
a degree (associate, bachelor's, master's or doctoral)
-
a graduate or post-graduate diploma or certificate for a program of at least 1 year (see FAQ for more details)
At least 50% of your program must be completed in Canada (either in person or online)
